A dictator is in power and public executions are reintroduced, which are covered in detail by the media. The narrator of the novel, the dog Dicki, meets the gloomy Seamus at one of these executions. Seamus supports a worldwide secret society in its struggle against a dangerous virus which is threatening the population of the Adriatic coast. Together with the former FBI agent Fox Mulder, the virologist Georgius Lampedusa, the Russian Afghanistan veteran Mikhail Berkut and the forensic scientist Alisa Cavor, he manages to prevent the imminent catastrophe and kill the dictator of Budva.
